Water "Black Market" in California

Drought conditions in California have led to incidents of "water theft," even from fire departments.

This is another reminder of the results of water shortage and the importance of conservation.  According to News Hour, illegal marijuana farms account for much of this theft in California, and the perpetrators often take water from parks and preservers.
