This Careguard laminar faucet fixture is the aerator for healthcare and hospital applications.  From the manufacturer:  "By utilizing AgION™ antimicrobial technology, Careguard delivers built-in protection to help reduce the growth of bacteria, mold and mildew within the faucet attachment. Careguard is not intended to be an alternative to water treatment systems or established procedures for infectious control. By upgrading to water saving fixtures such as this laminar flow aerator, a family of four can save up to $20 annually.  Vandal proof male & female model requires a key for removal, which makes sure it will stay on your faucets (key sold separately).  Choose from Standard male 15/16"-27 & female threaded 55/64”-27 and NSF-61 approved.
